Add Procedure dialog does not allow specifying the procedure as PRIVATE
The OpenEdge Architect dialog to add a new internal procedure has no way to select an access modifier

CAUSE:
Bug# OE00192666
FIX:
Upgrade to OpenEdge 10.2A03 or later.
Workaround:
Manually add the PRIVATE keyword to the definition after the procedure is inserted
