SYMPTOM(s):
Starting remote AdminServer fails when Fathom is not running
Starting remote AdminServer while OEM AdminServer is stopped, fails with error 11357
Failed to instantiate the management framework container.
* Failed to load the management framework container. (11357)
Before restarting,
1. Ensure that remote Fathom AdminServer is running, or
2. Use '-nofathom' start up option
The problem happens only with remote AdminServer 10.1C 32bit on 64bit Linux
FACT(s) (Environment):

OpenEdge Management 3.1C 32-bit
CAUSE:
Bug# OE00192405
FIX:
Upgrade to 10.2A 32bit or later
The only workaround, apart from upgrade, is to run fmconfig - disable to get AdminServer running on the remote machine. Then run fmconfig -update -host to re-enable remote monitoring when OEM console is up and running.
