SYMPTOM(s):
The specified CGI application misbehaved by not returning a complete set of HTTP headers.
Can not get cgiip messenger to work
FACT(s) (Environment):
wsisa.dll works
Manually running cgiip.exe from DLC\bin directory returns correct set of headers
The IIS 6 has web service extension mapped for cgiip.exe
The scripts virtual directory has read and execute permissions.
Network Service account has full permissions set on DLC directory and scripts directory .

CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Reinstall IIS fixed the problem
