FIX:
Connect to the OE Explorer console, click on the Broker in which environment variable would be added. Click on the "Configuration" link on the right pane of the browser > click on the "Environment Variables" tab > Click Edit button.
Delete the default environment variable, and add the new environment variable including the value. For instance, if it is a webspeed broker, add "AGENT_RETRY_VAL=0" without the double quotes and click save.
Click the broker on the left pane and go to "Broker Control" link on the right pane, and start the broker. If the broker is running, stop and restart the broker again.
