CAUSE:
The .wsm file was generated with a version of ProxyGen newer than the wsaman.
For example: Using 10.2A proxygen and deploying with 10.1C wsaman
FIX:
The .wsm file has to be created with the same version or older of ProxyGen than wsaman.
For example: a 10.2A wsm file can be deployed only with 10.2A wsaman.
A 10.1B wsm file can be deployed with 10.1B, 10.1C, 10.2A wsaman.
