CAUSE:
Many reasons could lead the cgiip to not finish properly, but without any crash, a very strong possibility is that for some reason the operating system is not able to deal with the huge amount of cgiip proccess needed to attend them and does not start the messenger.
FIX:
Increase the maximum number of process on the kernel.
