Stand alone WebSpeed messenger cgiip.exe can not reach the WebSpeed broker
Test done with WSMAdmin fails at the broker test:
http://localhost/scripts/cgiip.exe/WService=wsbroker1?VerifyConfig&Level=2
WebSpeed Broker Access Unsuccesful
Service not available
FACT(s) (Environment):
IIS WebServer located at the same box as WebSpeed can work fine with the CGI messenger.
All permissions are correctly set according to solution P85219

CHANGE:
Windows automatic updates applied up to KB925902
CAUSE:
Windows automatic updates prior to KB925902 released a new IIS security restriction for the registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W3SVC on the NETWORK SERVICE account.
FIX:
To fix the problem do the following:
1) Run regedit
2) Open the properties at the registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W3SVC
3) Set the permissions for the check box on NETWORK SERVICE account to allow read.
