Normal upgrade process of 9.1D ubroker.properities file under 10.2A01 or 10.2A02 fails.
If the upgrade is attempted after a service pack has been applied to 10.2A, the upgrade fails.

Replacing the 10.2A ubroker.properties file with a 9.1D ubroker.properties file in the %DLC%\properties directory of 10.2A and starting the AdminServer performs the expected upgrade
CAUSE:
The exact cause is unknown at the time of this writing.
FIX:
None at this time.
Possible workarounds:
1. Upgrade the ubroker.properties file prior to installing any service pack.
2. Change the %% version to b001 from 80d19 in the header of the 9.1D ubroker.properties file prior to starting the AdminServer with a service pack applied.
