Borders of fill-ins do not get painted as expected
When the fill-in is disabled, the 3D border only gets partially painted
FACT(s) (Environment):
In the INI file, keep3dfillinborder is set to "yes"

FIX:
Available workarounds:
Disable the manifest file (rename it to something else)
Use the Windows Classic manifest theme
Set the "keep3dfillinborder" to "no" in your ini file
