The Web Service client crashes when setting the handle to the Port Type for the second time after it has been deleted the first time around
The Web Service client crashes with SYSTEM ERROR 47 on UNIX when recreating the Port Type handle
The Web Service client crashes with ACCESS_VIOLATION in httpsys.dll on Windows when recreating the Port Type handle

Bug# OE00189662
FIX:
Set the handle to the Port Type only once during the duration of the client session and only delete the handle at the end of the session.
