SYMPTOM(s):
OpenEdge Install message Could not populate the default Language field automatically.
.Net Framework fails to install with unknown default language
Could not populate the default Language field automatically.
Use the Default Language dropdown to choose a language.
Can skip the message, but error appears again on database creating and starting
FACT(s) (Environment):
OpenEdge installation should install the .Net framework.
The Windows Regional language is set to something other than English.
The .Net framework is not installed.

CAUSE:
This is a known issue when the .NET framework is not installed on your system and .NET is required by the licenses being installed. The .Net installation will only work on English regional Windows machines because we ship only English .NET on the install media.
FIX:
Prior to installation, download and apply the Locale of your machine's version of .NET 3.0 redistributable package from Windows Update or from the MicroSoft website http://www.microsoft.com/downloads
