SYMPTOM(s):
Blank UserID accepted as valid _User
A User created through Database Admin with a <blank> userid is accepted without error
After blank user has been created only this blank-userid password is accepted
ERROR: You may not use this function with a blank userid
No additional users can be created if this is the only user that exists.
FACT(s) (Environment):
userid is blank

CAUSE:
The blank userid is taken literally and therefore set as the userid of this _user entry
FIX:
It is recommended good practice to always have a backup of the database before making security changes.
If "Disallow Blank User ID" has not been set and a development license is available, then delete the contents of the _user table as this user and re-enter the users ensuring that each entry contains a unique "USERID".
Otherwise, revert to backup.
