FACT(s) (Environment):
Specifying -basekey "INI" and -ininame <pathtoini>
File is located in directory specified in PROPATH in the .ini file

CAUSE:
The file's directory is being specified in the PROPATH of the [Startup] section of the ini file. This is not the correct location for a Character client.
FIX:
When using the _progres character client, you must use the PROPATH under the [WinChar Startup].
