CHANGE:
Upgraded to a newer release
CAUSE:
The promsgs file is from an earlier version. When installing, the previous version was overwritten, but the promsgs file was not updated.
FIX:
1. Replace promsgs with one from another installation of the same version on the same operating system.
2. Remove the installation files and install the new version again (be sure to save off any customer files such as ubroker.properties and conmgr.properties first).
