CHANGE:
Upgrade from 9.1E to 10.1C03
CAUSE:
Corrupted installation. The PROMSGS file in particular was invalid which caused the crash. The stack shows it is attempting to substitute a parameter in a message string when it failed.
FIX:
Re-install OpenEdge.
