Error 1423 attaching to a database using promon and database is active
There is no server for database <dbname>. (1423)
Error 10839 during login or other operations that uses semaphores
SYSTEM ERROR: Unable to <acc/cr> semaphore set <db>: semid = <num>, errno =22 . (10839)

System has ITO (HP IT Operations software) agent running
CAUSE:
ITO (IT Operations) removes / deletes the semaphore created by our Progress / OpenEdge databases and compromises database operation.
FIX:
Disable ITO (IT Operations) agent or check whether this feature can be disabled to avoid this software from deleting the Progress / OpenEdge created semaphores.
