FACT(s) (Environment):

CAUSE:
The installation did not complete properly. The properties files, such as AdminserverPlugins.properties, have not been properly tailored. This means that instead of containing the
installation directory entered during installation, they have a generic [[install-dir]] because the path was never added to these files.
FIX:
Reinstall the OpenEdge products to allow the tailoring process to complete.
