Creating a Greek output file with OUTPUT TO doesn't write the correct characters

Greek text is not displayed in the text file when it is viewed in Notepad or Wordpad. The results look like:

The code to read in the input file uses:

INPUT FROM d:\dev\greek.csv.
The code being used to perform the output is:

OUTPUT TO c:\cust.csv convert target "1253".

FOR EACH customer NO-LOCK:
DISP customer.cust_name WITH FONT 2.
END.
The Progress session runing the code is started with -cpinternal 1253 -cpstream 1253 -cpcoll greek

CAUSE:

The output is actually correct, but is 1253 data displayed by a Windows 1252 client. The Windows client being used to view the output does not use the 1253 code page so cannot display the characters correctly.

FIX:

View the output file in a Windows client configured with a Greek locale, or open the output file in Microsoft Office Word. When the file is opened, Word will prompt for a file conversion. The "Greek (Windows)" option will then display the correct characters.
