CAUSE:
The target in the Progress Explorer shorcut has the wrong path
FIX:
Correct the path in the Progress Explorer shorcut so it points to the OpenEdge installation directory.
For example:
C:\DLC10.1B\bin\jvmStartw.exe -f "C:\DLC10.1B\proexp.prm"
If the C:\ was changed to D:\ the Explorer Tool would not launch.
