SYMPTOM(s):
Only one AppServer agent is spawned even under heavy load of requests from OpenEdge Native Services ESB clients.
Running asbman -query after a test run with a heavy load of requests shows that only one agent was running.
Running asbman -query also shows that the maximum request wait time was far below the 3 second default that is used before spawning another agent.
Running asbman -query also shows that the average request wait time is far below the 3 second default that is used before spawning another agent.
Running asbman -query shows that one agent can easily handle the number of requests being made to the AppServer.
FACT(s) (Environment):
The Max Threads value set in the Advanced tab of the Agent Manager screen is greater than 1.

CAUSE:
The number of listeners configured in the Service/Process Maintenance screen of the ESB container was set to 1.
FIX:
Increase the number of listeners configured in the Service/Process Maintenance screen of the ESB container.
