CAUSE:
The congmr.properties file is corrupt.
FIX:
To fix this issue:
1) Stop the AdminServer
2) Move/remove the existing conmgr.properties file
3) Either copy good known backup of the conmgr.properties file or allow the congmr.properties file to be recreated by restarting the AdminServer.
