Internet Information Services (IIS) not running

OpenEdge 10.1C03 Service Pack
CAUSE:
Not known at this time
FIX:
Check that Internet Information Services (IIS) is started on installation machine. It has been reported that starting IIS resolved the error message and allowed installation of the service pack to proceed.
