FIX:
There is a possibility to use the user account which created the database to administrate the database users and grant rights as long as no other Database Administrator has been created via the DataAdministration tool without the need to specify the password.
As soon as an other DBA user is created you can only connect to a database with sqlexp by entering both login and password on the command line.
The better tool developed by Progress in the mean time to do this tasks is the DBNavigator within the OpenEdge Architect. There the password is not visible anymore .
