WebClient installation fails under Windows 7

The module "<PATH>\pstimer.ocx" was loaded but the call to DllRegisterServer failed with error code 0x80040200.
For more information about this problem, search online using the error code as a search term.

Dependency walker indicates that the following files cannot be found:
MFC71.DLL
MSVCR71.DLL
IESHIMS.DLL
DllRegisterServer in pstimer.ocx failed.
Return code was: 0x80040200
FACT(s) (Environment):
Installation only fails when installing the WebClient separately
Installation succeeds when conducting a full OpenEdge installation (e.g. OpenEdge Studio)

OpenEdge 10.1C
CAUSE:
For some reason a 10.1A pstimer.ocx was being used (71 DLLs are for 10.1A, we use 80 DLLs in 10.1C).
FIX:
Use the 10.1C pstimer.ocx and make sure you are logged in as an administrator user when registering the OCX.
