SYMPTOM(s):
Silent installation of NetSetup fails on clean install of Windows XP SP2.
Installation with recorded response file fails.
Dialog with message "The installation of Progress requires Microsoft HTML Help version 1.22 or later. Please download and install "Microsoft HTML Help version 1.22" or later from the Microsoft website after completing the Progress installation" appears when recording the response file.
Both dialogs are not recorded in the response file, since they come from the OS and not from the install process.

CAUSE:
The exact cause is unknown at the time of this writing.
The installation on the file server is missing the files "hhupd.exe" and "immc.exe" from the %DLC%\bin\3party directory, but why this happened could not be determined so far.
FIX:
Locate the missing files "hhupd.exe" and "immc.exe" on the installation media or an existing working installation, and copy them to the %DLC%\bin\3party directory.
