Cannot get double-byte characters from .NET open client
FACT(s) (Environment):
Single-byte characters are displayed correctly.
The database is using UTF-8 codepage
The AppServer session is running with -cpinternal UTF-8 and -cpstream UTF-8
OpenEdge 10.x

CAUSE:
The data in the database are not in double-byte format.
FIX:
Recreate the data with correct double-byte information.
