Cannot see replication folder in Progress Explorer
Database fails to start via Progress Explorer
Database also fails to start from the command line
Access to database source not allowed. The database is enabled for site replication but either replication is not running, or this process is not authorized to open a replication enabled database. (10356)
Error in admserv.log file
[Replication] Invalid property syntax on line number 51. (PRPMsg011)

CAUSE:
Problem is a missing bracket for one of the sections with in the *.repl.properties file. For this particular example, line 51 was for the control-agent section:

FIX:
Make sure the *.repl.properties file is clean of typos, odd characters, and a that all section headings have matching open/close brackets.
