CAUSE:
The _rfutil executable has never been supplied in the 'previous-version' DLC/dbutils. The reason is that the conversion utility disables after-imaging as part of the proutil -C conv910 routine.
FIX:
Either disable after-imaging in the previous version before migrating the database to a later version
or simply run the conversion routine, which will disable after-imaging as part of the process:
Example:
$ proutil <dbname> -C conv910
