SYMPTOM(s):
AdminServer takes longer to startup after installing OpenEdge Explorer
delays during Binding resource to surrogate phase for some ubrokers
consistently the same ubrokers that cause the adminserver startup delay
FACT(s) (Environment):
Not all ubrokers cause delay startup during Binding resource to surrogate phase
No AdminServer startup delay without OpenEdge Explorer installed

OpenEdge 10.2A01 Service Pack
OpenEdge 10.1C03 Service Pack
CAUSE:
This is a known issue where the startup time delay is attributable to the ubroker srvrLogThreshold and or brkrLogThreshold being set. The reason for the delay is that the LogFileMonitors are not enabled for OpenEdge resources initially and then initialised in a loop which causes the startup delay.
CAUSE:
Bug# OE00193003
FIX:
Upgrade to OpenEdge 10.2B+ where OpenEdge log file monitors are initialized only once in order to avoid undue initialization delays
