SYMPTOM(s):
Outline view does not retain switching to "Code Sections" mode
Outline view switches to standard mode when restarting OE Architect
Outline view switches to standard mode closing and re-opening file
Outline view for different file always starts in standard mode
FACT(s) (Environment):
Code Sections view is activated by double-clicking on the Procedures or Functions node in the outline treeview. Both Procedures or Functions nodes are then replaced with the Code Sections node, under which both functions and procedures are listed.

CAUSE:
This is expected behavior.
Switching modes by double-clicking on the node is only a temporary override that will apply to a single instance of the outline view.
FIX:
The Code Sections mode can be switched on as default behavior via the workspace preferences:
- Go to Window -> Preferences
- Select the OpenEdge Architect -> Views node in the treeview
- Switch off the "Split functions and procedures in Outline view" toggle-box
Any new instance of the Outline View will now show the "Code Sections" mode by default
