The 12699 message is blank and does not show any Database Options.

FIX:
The (12699) message provides information about database security options that have been enabled by the database administrator using the data administration Database Options tool.
ie:
Sample Message without database options enabled:
ABL 15: (12699) Database <dbname> Options:
Sample Message with some Database Options Enabled:
ABL : (12699) Database <dbname> Options: useAppRegistry recordSessions noBlankUser RuntimePermissions
The Expressions are enabled using the Database Administration tool.
The expressions which if enabled that will be evaluated are:
useAppUserID, useAppRegistry, recordSessions, noBlankUser, and RuntimePermissions.
These Database Security Options are enabled using the following method:
1. Access the Data Administration tool if you are using a graphical interface or the Data Dictionary if you are using a character interface.
2. Choose Admin > Database Options to access the Database Options dialog box appears.
3. Check the desired database options and click OK.
