AdminServer startup takes unacceptable amount of time
It takes very long to load database configuration file
conmgr.properties file is of abnormally large size (several MB)

CAUSE:
There are duplicate entries for comments in conmgr.properties file. The same comments are put into the file by Progress Explorer Tool during each modification of database configuration. It takes quite a long time to load the whole configuration file
FIX:
Clear all duplicate comments in the conmgr.properties file so as it would contain only relevant data. Another solution will be to upgrade to 10.2A where this problem does not occur or use OE Explorer instead of Progress Explorer Tool
