%DLC%\bin\pgoe1022.dll missing
%DLC%\bin\pgicu22.dll missing
FACT(s) (Environment):
Windows
Progress/OpenEdge Product Family
CAUSE:
Antivirus software might prevent dll files being copied from the hotfix zipfile into the relevant location.
FIX:
Disable the antivirus while installing the hotfix.
Manually copying the relevant files might also work.
