Error (5295) and Procontrol ACCESS=all findings
INTRODUCTION:

Almost everybody know about the variable ACCESS=all
This KBase deals with error 5295 and Procontrol.
WHY YOU NEED TO KNOW THIS:
===========================
Normally it has been enough to have ACCESS=all set in Procontrols
enviroment tab and that has worked for all databases in there.
I just discovered that somtimes it's not enough and you have to set
ACCESS=all on the database's local enviroment tab aswell.
The customer I handled had 5295 when trying to run Promon on that db.
