An error occurred when trying to establish communications for using the Debugger; Error code is: <error code>. (11628)
An error occurred when trying to establish communications for using the Debugger; Error code is: 10022. (11628)
java.net.ConnectException: Connection refused: no further information (7900)
AdminServer log shows:
Bind failed: java.rmi.ConnectException: Connection refused to host:<hostname>; nested exception is: java.net.ConnectException: Connection refused: connect (7900)

Applied OpenEdge 10.1C03 Service Pack
CAUSE:
ZoneAlarm anti-virus firewall software installed on the Windows system was blocking the AdminServer ports.
FIX:
Configure ZoneAlarm to permit AdminServer port and the prowin32 and debugger port access or remove the ZoneAlarm software from your machine.
