SYMPTOM(s):
Unable to edit permissions for tables (can-read, can-write, etc) in the Data Administration, Admin, Security, Edit Data Security window.
The Can-Read, Can-Write, Can-Create, Can-Delete, Can-Dump, and Can-Load fields are grayed out (inaccessible) in the Edit Data Security window.
FACT(s) (Environment):

OpenEdge 10.x
A development license, such as 4GL Development or Provision is needed to modify the permissions for tables listed in the Edit Data Security window.
CAUSE:
According to the showcfg command output, the products currently installed are Client Networking, Query Results and Enterprise Database. No development type license like 4GL Development or Provision is installed.
FIX:
Install a development product such as 4GL Development or Provision.
