CAUSE:
The NLS_LANG environment variable has not been set on the system or is set incompatibly
FIX:
NLS_LANG environment variable must be set to unicode code page on the system. For example:
set NLS_LANG=.AL32UTF8 or
set NLS_LANG=.utf8
No territory information is allowed, ie., NLS_LANG can NOT be set as AMERICAN_AMERICA.utf-8
