FIX:
There is no license or bit you can remove or flip that will turn off access to the Results application, however results is simply a ABL/4GL application and can be removed from an installation or overridden by placing an empty results.r file in the PROPATH higher than the installation directory.
Otherwise you can use Feature Security to disable specific features in Results.
