SYMPTOM(s):
Report Builder TIME() function return value may be one hour off the Windows System time.
In the period from March 8, 2009 through March 14, 2009, the Report Builder TIME() function return value is 1 hour LESS than the Windows System time.
In the period from November 1, 2009 through November 7, 2009, the Report Builder TIME() function return value is 1 hour MORE than the Windows System time.
FACT(s) (Environment):
The problem does not exist under OpenEdge 10.1B or later.

CAUSE:
Report Builder Engine error in calculating the time since the introduction of the Extended Daylight Saving Time Standard in 2007.
FIX:
Upgrade to OpenEdge 10.1B or later. If upgrading to OpenEdge 10.1B is not feasible, then a workaround is to disable the Windows system 'Automatically adjust clock for daylight saving changes' option. To disable the Windows system 'Automatically adjust clock for daylight saving changes' option:
Start > Settings > Control Panel > Date And Time > Time Zone
Uncheck the 'Automatically adjust clock for daylight saving changes' box and click the Apply button
