FACT(s) (Environment):
User is Audit Administrator.
User can dump data.

CAUSE:
User does not include at least the Audit Archiver role in order to load Audit data.
FIX:
Grant Audit Archiver permissions to the user.
A user account's Audit privileges are cumulative. Any one account can have any combination of Audit privileges. The minimum requirement to run the AuditArchive/AuditLoad utilities, or use CREATE or DELETE language statements on audit data tables, is the Audit-Archive privilege.
