SYMPTOM(s):

A database configured to start when an AppServer starts cannot be accessed by an AppServer agent.

The following errors are written to the AdminServer log file (admserv.log):
This process terminated with exit code 1 (8619)
Cannot find or open file <dbname.db>. errno = 1. (43) JUNMsg024

FACT(s) (Environment):

Windows NT 32 Intel/Windows 2000
Progress 9.x
The database is configured in the Progress Explorer Tool to automatically start when the AdminServer service starts.
The database files are located in an encrypted file folder (EFS).
The file folder was encrypted by right clicking on the folder, and choosing Properties->General->Advanced->Encrypt contents to secure data.
The AdminServer is configured to log on as the Local System account.

CAUSE:

The user who encrypted the folder is the only user with access rights to that folder.

FIX:


Change the log on account in the AdminServer Service--> Properties --> Log On tab from the Local System account to the user who created the encrypted folder.
Or
Grant share access to the encrypted folder to other users.
