Attempt to start a broker with -DBService parameter on a database that is not enabled for site replication has failed. (10519)

CAUSE:
Bug# OE00181857
CAUSE:
Database that is being restored was never enabled as a Replication source database.
FIX:
Enable the intended source database as a source using:
proutil dbname -C enablesitereplication source
The backup offline or online -REPLTargetCreation
Then restore using -REPLTransition
