SYMPTOM(s):
Replication target database fails to transition with errors 11730 and 11731.
The last step shown on-screen during transition is "Replication Agent processing". It does not display that it Succeeded.
(11730) Note version number not allowed to operate on this Progress version.
(11731) SYSTEM ERROR: rlrdprv:: Note Version No. 0:14 Max No. 0:1 .

FIX:
None at this time.
Workaround:
1. Disable replication on the target database.
proutil <dbname> -C disablesitereplication target
2. Start the database as a normal Progress database. Remember to remove the -DBService parameter from the startup parameters.
