CAUSE:
ubroker.properties file was truncated because the server disk was full and trying to update a database parameter caused Progress Explorer trying to save updates to ubroker.properties file.
FIX:
There is no way to recover all changes previously made to the ubroker.properties file when a system failure happens in this way. A backup of the ubroker.properties file has to be found and put it in the $DLC/properties directory.
