SYMPTOM(s):
AppServers will not start
asconfig shows no errors for AppServer configuration with all parameters removed
asconfig shows no errors for AppServer configuration with all parameters in place
AdminServer starts without errors
No AppServer logs created
username and password defined in ubroker.properties for AppServer
Username and password defined for AppServer within ubroker.properties is correct
Replaced ubroker.properties with ubroker.samples (template file) and asbroker1 starts correctly

CAUSE:
Permissions at the Operating System level changed for user account starting AppServer. The user no longer has rights to access all resources (disk, network, etc.) that are necessary for the AppServer to run correctly based on the parameters of the AppServer.
FIX:
Review the necessary permissions required by Progress for an NT service.
