CAUSE:
The RCB information is out of sync with the actual status of the database with regards to the RCB and Replication status.
FIX:
Run dsrutil <dbname> -C disableSiteReplication, reply "y" to disable the Replication Status flag.
When this has finished Replication can be enabled. If the database is running at this time, Replication may be enabled following the steps in Solution P125677, "What are the steps to enable OpenEdge Replication on a live database on OpenEdge 10.1B or later".
