Temp-table is created without no-undo option
No database buffers are defined
Temp-table field is initially set to false
Temp-table field is set to true and value gets undone
Using GET command on temp-table with a shared lock
Change of the temp-table field is lost

FIX:
Instead of using GET command, use FIND CURRENT.
