Change event fires when tabbing out of the control in Progress 9.1x
FACT(s) (Environment):
HonorProKeys setting on the DTPicker control is set to True
DTPicker is part of MSCOMCT2.OCX
OpenEdge 10.x

FIX:
Change the HonorProKeys setting on the control to False
