FIX:

The WebClient silent install was never meant to be used within the bootstrap process initiated by the browser. Instead you should run the initial silent install as laid out in P103755 and any following WebClient/Application upgrades would follow the standard IntelliStream approach. If there has been a new application version generated after the silent install has been performed (containing a new WebClient version for that application), then the standard WebClient upgrade dialog box should appear.
