FIX:
We recommend installing the latest Service Pack (SP) available for the current version in use, only if there are issues with the current install or if advised by Progress Technical Support.
Apart from various other issues that may have already been addressed in that SP, which may or may not relate to your application (refer to list of issues addressed in the README, SP's are cumulative), should the issue still be reproducable with the SP applied, further debug modules may be available to further diagnose the problem if the version is still in the "Active" or "Functionally Stable" status of the "Product Life Cycle".
